Forty-seven years have passed since the surgeon general first reported that smoking cigarettes causes lung cancer. A pack of cigarettes would cost a dollar less in Rhode Island, which has the nation's second-highest cigarette tax, under an unlikely proposal reviewed by state lawmakers Wednesday.
The bill's sponsor concedes that his idea is a long shot as lawmakers look to close a budget deficit. But Rep. Robert Phillips, D-Woonsocket, said convenience stores and gas stations would see millions of dollars of new sales if the state reduced its tax below rates in its neighboring states.
Only New York's cigarette tax is more expensive than Rhode Island's $3.46 per pack. Massachusetts' cigarette tax rate is $2.51 per pack; Connecticut's tax is $3 per pack.
"We're the smallest state, so it's easy to leave to pick up a pack of cheap cigarettes in Massachusetts," Phillips said. "It's an economic issue. But it's going to be a tough sell."
The bill represents an exception to a trend that has seen more than half the states in the U.S. consider proposals to increase cigarette taxes since the economic downturn began. Lawmakers in New Hampshire and New Jersey also have introduced legislation this year to lower their state cheap cigarettes taxes.
Rhode Island stands to lose an estimated $40 million annually if the tax is reduced. The state faces a projected $331 million deficit in the next fiscal year.
But the state's need for revenue is just one reason to oppose the proposal, according to Rep. Larry Valencia, a Richmond Democrat.
"Historically, cigarette taxes are used to reduce consumption and it looks like it's working," Valencia said. "If it was up to me, I'd raise the cigarette tax. I really think this is wrong-headed on a lot of different levels."
Physicians, public health officials and anti-smoking cigarettes groups also opposed the bill at Wednesday's hearing.
No vote on the bill is scheduled.
