After some heated debate, the Oregon House agreed to send legislation limiting the growth of hookah lounges on to the governor.
House Bill 2726 cleared its final legislative but not without complaints about changes added in the Senate.
Much of the discussion centered on two amendments: The first rewrites the state's 2007 Indoor Clean Air Act to allow a handful of cigar shops that share walls with other buildings to continue operating. The second delays rules prohibiting any new hookah lounges, giving people time to apply permits for new businesses until the day the governor signs the bill into law as he'd indicated he'll do.
Rep. Carolyn Tomei, D-Milwaukie, turned from chief sponsor of the bill to one of its chief opponents. She argued that the changes would allow more hookah lounges to get established as well as open the door for hookah shops in malls and other places frequented by young people.
"It's not you and me who will be going to hookah lounges," she said. "It's our children and grandchildren."
But supporters countered that the legislation would not open the door for hookah lounges in malls, though existing smoke cigarettes shops may allow a limited amount of hookah smoking cigarettes.
"If you're concerned about the proliferation of hookah lounges, defeat of this bill will ensure we get more of them," said Rep. Matt Wingard, R-Wilsonville.
The bill squeaked by on a 31-29 vote, with most Republicans in favor and Democrats opposed.
