Forty-seven years have passed since the surgeon general first reported that smoking cigarettes causes lung cancer. In the space of a week, state lawmakers have passed a bill to lower cigarettes taxes by 10 cents a pack in hopes of boosting cigarette sales, while federal officials unveiled new graphic cigarette warning labels in an effort to reduce smoking cigarettes.
The new cigarette warning labels reinforce a long-held and scientifically proven position that cigarettes are a health hazard, not only to smokers, but also to those who are regularly exposed to second-hand smoke.
The lowering of the state discount cigarettes tax from $1.78 to $1.68 a pack in the hope enticing out-of-state smokers who live to close to the New Hampshire border to come here for cheaper smokes bespeaks short-sighted, money-grubbing opportunism. The supporters of this bill believe that principle does not count for much when it comes to raising revenue and that goes double when it involves the potential of raising revenue from out-of-staters.
Critics of the new cigarette warning labels will cry that this is just the latest example of the “Nanny State” nagging and needling in a matter with which citizens should be allowed to grapple at their own pace and in their own way.
Whether you think the new labels are effective or gross, you have to agree the labels tell the truth. Cigarettes are addictive. cheap cigarettes smoke cigarettes can harm your children. Cigarettes cause cancer. Cigarettes cause strokes and heart disease. Smoking can kill you.
But the bill lowering New Hampshire's cigarette tax reeks of hypocrisy. This state has wisely passed laws to protect the public from the perils of cigarette smoke cigarettes and we have toughened our laws dealing with cheap cigarettes and minors. Yet the Republican-controlled Legislature which has pushed this bill displays no qualms of conscience about what amounts to putting up a billboard at the state line which reads: “Cheap coffin nails ahead.”
True, smoking cigarettes is legal, but it is dangerous and its health consequences can be devastating.
Our state's leaders should be sending an unambiguous message that it takes the dangers of smoking cigarettes seriously and its actions should reinforce that conviction.
When it comes to smoking cigarettes and public health, this state should not be sending mixed signals.
