City Looks For Input On Smoking Ban

Escanaba City Council was presented with an unusual show of community support Thursday when members received a clear plastic bag of cigarette butts picked up by a local group of Boy Scouts.

Those involved in the effort were showing their support for the council's resolution to ban smoking cigarettes in specific public places including city parks, ball fields and other recreational areas where children concentrate.

"This ordinance would protect the health of residents... and children," Casey Young, of Gladstone, told council during the public hearing on the issue. She gave council the bag of buy cigarettes which Boy Scouts from Troop 471 picked up within one hour Monday at Harbor Hideout.

Young was among three area mothers affiliated with the health field who spoke in favor of council's efforts to limit smoking cigarettes especially in areas where children play.

Young is the director of community health promotions and a registered dietician at Public Health - Delta and Menominee Counties. The cigarette butt pickup was organized as a way to promote the need for such an ordinance and also show support for the resolution, she said.

Not only has second-hand smoke cigarettes proven to be unhealthy, cigarette butts can be harmful to children and pets if consumed, said Young. The smoke cigarettes and cigarette butts are also bad for the environment, she added.

Tonya LaFave, mother of three small children and a registered dietician, said some rights are being taken away but, "I believe my children and my family have a right to breathe clean air."

Carley Reynolds, a mother and a nurse at the local health department, said there is no risk-free level with second-hand smoke. She also expressed her appreciation for the no-smoking cigarettes resolution.

The health department has donated $1,000 to help pay for no-smoking cigarettes signs in designated areas.

Though council intended Thursday's public hearing to be the final hearing on the matter, another public hearing was scheduled for the next regular council meeting July 7.

Some minor changes had been made on the resolution that did not change its intent and council wanted to give the public more opportunity to learn about the issue and provide input, said City Manager Jim O'Toole.

Clarifications on the proposed no-smoking cigarettes ordinance presented Thursday included a listing of the specific places in the city where the ban would be imposed. City-owned and leased buildings were also clarified where smoking cigarettes would be restricted within 100 feet.

Private property that falls within the 100-foot perimeter around a city building would not be included in the ban, O'Toole noted.

According to Recreation DIrector Tom Penegor, the 100-foot radius was chosen to keep second-hand smoke cigarettes and cigarette butts away from buildings and limit where children can watch adults smoking cigarettes.

"Our intent here is to... not take anybody's rights away... but protect children," Penegor told council, adding that common sense plays a role in the matter.
