Compliance checks showed minors were able to buy cigarettes and other tobacco products at local stores 10 percent of the times they tried. That’s down from nearly 23 percent in fiscal 2006. Officials say providing money for local boards of health to run compliance checks makes the difference. They say retailers are much more careful who they sell to when they know there are potential penalties. This year, 195 boards of health were given funds for compliance checks, compared to 100 boards in 2003.
