2 more tobacco firms buck tax order

Two more cigarette makers have asked the Department of Finance to reconsider its decision to cut the excise tax on Pall Mall cigarettes produced by competitor British American Tobacco (BAT). Associated Anglo-American Tobacco Corp. (Anglo-American) and Japan Tobacco International Philippines (JTI) said in separate letters to Finance Secretary Margarito Teves that his office erred when it allowed BAT to pay a lower excise tax rate. The appeal made by the two cigarette makers echoed a similar complaint raised by Philip Morris and the local dominant producer Fortune Tobacco Corp. “We would like to express our support to the request of Philip Morris and Fortune Tobacco for a reconsideration of the ruling and respectfully ask the Department of Finance to reverse its decision on the matter,” said Hamish Moore, JTI general manager, in the Sept. 14 letter to Teves. JTI is the licensor of the Camel and Winston cigarette brands. Anglo-American manufactures lower-priced cigarette brands, including Asia Boston Menthol 100’s, Casino Royale Filter King, Balasang Filter, Villa Escudero Menthol King, Balita Filter and Balita Matamis. The complaint stemmed from the finance department’s decision to reduce the excise tax rate on Pall Mall cigarettes to P6.74 a pack from P26.00 when Pall Mall was imported and sold by duty-free shops.
